Safe offshore transfer of people and equipment comes down to three things done consistently: trained personnel using approved routes and gear, equipment secured and rigged correctly, and every transfer stopped rather than rushed when conditions are marginal.
Why transfer is the riskiest part of offshore work
Most offshore incidents involving injury happen not during the main job but during the transfer to and from it: crossing between a crew boat and a platform, lowering a basket of tools by crane, or moving cargo across a moving deck. These moments combine several risk factors at once, height, motion, weather and handover between two vessels or structures that are not rigidly connected, which is why they get more attention in safety planning than almost any other single task.
A routine cargo lift or crew change can look simple from a distance, but it only stays simple when the same careful steps are followed every time. The moment a crew starts treating a transfer as a formality rather than a distinct task with its own hazards is usually the moment something starts to go wrong.
Personnel transfer: the basics that matter
Personnel transfer between a vessel and a platform, or between two vessels, should only use approved methods, a gangway, a personnel basket rated for the load, or a purpose built transfer vessel, never an improvised arrangement. Everyone involved wears a lifejacket suited to the transfer method, and anyone using a basket or swing rope has been trained specifically for it, since the motion is unfamiliar to people who have not done it before.
A transfer only goes ahead once wind, wave height and visibility are within the limits set for that vessel and method, and the person in charge has clear authority to stop it if conditions change partway through. That authority matters more than any equipment: the single biggest safety failure in offshore transfer is proceeding because a schedule is tight, not because conditions are safe.
Basket transfers in particular need a landing zone kept clear of unrelated activity, and the person guiding the basket down should be someone trained specifically for that role rather than whoever happens to be nearby on deck.
Equipment transfer: rigging and sequencing
Equipment moved by crane between a supply vessel and a platform needs a rigging plan that matches the actual load, not a generic one, since incorrect slinging is one of the most common causes of dropped or swinging loads offshore. Loose items are secured or containerised before lifting, and the deck crew keeps clear of the load's swing radius throughout the lift, including during the moment it leaves or lands on the deck.
Sequencing also matters on a moving vessel: heavier or bulkier items are usually moved first while the vessel is best positioned, and the crane operator and deck team communicate through agreed hand signals or radio so there is no ambiguity about when a lift starts, pauses or is aborted.
A pre lift check of slings, shackles and rigging condition takes only a few minutes but catches most of the equipment faults that would otherwise only be discovered once a load is already in the air.
What experienced operators do differently
Operators with a strong offshore transfer record tend to share the same habit: they brief every transfer beforehand, even routine ones, so everyone on deck knows the sequence, the abort criteria and who has the authority to call a stop. They also treat weather limits as fixed rules rather than targets to work around, which is the difference between a transfer that looks slow and one that goes wrong.
They also review near misses honestly rather than dismissing them because nothing was actually damaged. A basket that swung further than expected or a lift that had to be paused partway through is useful information about where the margin actually sits, and treating it as a warning rather than a nonevent is what keeps a good safety record good.
