Construction inside an operating plant or shipyard runs by a different rulebook than a greenfield site, because the biggest hazard on site often isn't the construction work itself, it's the production process happening next to it.
The hazard map is inverted compared to a normal site
On a greenfield site, the construction crew controls essentially every hazard present. Inside an operating facility, a meaningful share of the hazards belong to a process the construction crew doesn't control and often can't fully see, moving cranes, forklift traffic on fixed routes, hot work happening nearby, chemical storage, or machinery that can't be shut down without a production cost the client has already weighed and accepted.
This means the first task on any occupied-site project isn't a construction risk assessment in the usual sense, it's a joint walk-through with the facility's own operations team to map hazards that exist independently of anything the construction crew will do, before a single construction-specific risk is even considered.
Getting this mapping wrong is not a paperwork failure, it's the difference between a crew that understands where a forklift route crosses their work area and one that finds out the hard way.
Physical separation is the first line of defence
Wherever the facility layout allows it, a hard physical barrier between the construction zone and the operating area, hoarding, fencing, or a designated buffer distance, does more for safety than any amount of signage or verbal briefing, because it removes the possibility of an accidental crossing rather than relying on everyone remembering not to cross an invisible line.
Where full separation isn't possible, a renovation inside an active production hall, for instance, access control becomes the substitute: defined entry and exit points, a sign-in system, and a rule that no one from either side enters the other's zone without an explicit reason and often an escort.
Separation also has to account for airborne and noise hazards, not just physical access, dust from cutting or grinding travelling into a production area can be a genuine process contamination risk in some industries, not just a nuisance, and needs its own containment plan agreed with the client before work starts.
Scheduling around production, not the other way around
Construction sequencing on an occupied site has to be built around the facility's production schedule, shift patterns, and any planned maintenance windows, not the other way around. Noisy or disruptive work is scheduled into windows the client identifies as lower-impact, even if that means a less efficient construction sequence than an unconstrained site would allow.
This often means the construction programme has more, shorter work windows rather than continuous work, which increases mobilisation overhead, moving equipment and materials in and out repeatedly rather than once, and that cost needs to be priced in from the start rather than discovered as a schedule slips against unrealistic assumptions.
Close, regular coordination with the facility's own schedule, not a one-time handoff of a construction programme at project start, is what keeps this workable as production needs shift, which they routinely do over a project's duration.
Hot work and fire risk near production
Welding, cutting, and grinding near stored materials, chemicals, or a facility's own combustible process materials require a hot work permit system that is stricter than a standard construction site would use, a formal permit issued for each instance, a dedicated fire watch during and after the work, and a clear understanding of what's stored within range of any sparks.

The operations team knows things about the facility's real hazards, schedule constraints, and process sensitivities that don't appear in any drawing or specification, a process line that can't tolerate even brief vibration nearby, a storage area that changes contents seasonally, a shift pattern that isn't in the official schedule but is how the plant actually runs.
Projects that build this relationship early and maintain it, regular short coordination meetings rather than escalation only when something goes wrong, consistently run with fewer safety incidents and fewer production disruptions than projects that treat the operations team as a one-time information source at the start.
